IMPROVEMENT AND SERVICE DISTRICT
NOTICE OF ELECTION
Notice is hereby given of a mail ballot election to be conducted on MAY 5,
2020, for the purpose of the formation of the Nordic Ranches Division 13 Road District
Improvement and Service District. Landowners and qualified electors residing within the
district boundaries will vote “For” or “Against” the formation of the district and for the
Board of Directors for the district. If organized, three (3) directors shall serve for two (2)
years, two (2) directors shall serve for four (4) years after the formation of the district and
until their successors are elected and qualified.
Candidates seeking election on the board of directors for the district may file an
application for election in the Lincoln County Clerk’s Office, 925 Sage Avenue, Ste. 101,
Kemmerer, WY, 83101, beginning FEBRUARY 5, 2020, and no application shall be
filed after FEBRUARY 25, 2020. Please contact the County Clerk’s Office for an
METHOD OF VOTING: THERE WILL NOT BE A POLLING PLACE FOR
THIS ELECTION. The election will be by MAIL BALLOT. ALL ELIGIBLE
VOTERS WILL BE MAILED A BALLOT BEGINNING APRIL 10, 2020. PLEASE
CONTACT THE COUNTY CLERK’S OFFICE IMMEDIATELY IF YOU NEED
TO MAKE AN ADDRESS CHANGE, REGISTER TO VOTE, OR YOU DO NOT
RECEIVE A BALLOT. All ballots must be in the County Clerk’s Office in Kemmerer
no later than 5:00 p.m. on MAY 5, 2020 to be counted.
Those able to vote for the formation of the district are qualified electors or an owner of
land in the district. Electors must be 18 years old, citizens of the United States, bona fide
resident of the proposed district, eighteen (18) years old, and mentally competent and not
convicted of a felony unless their civil rights have been restored.
REPLACEMENT BALLOTS: A voter may obtain a replacement ballot if the ballot
was destroyed, spoiled, lost, or for some other reason not received by the voter. The
voter must sign a sworn statement specifying the reason for requesting the replacement
ballot. The statement shall be presented to the County Clerk no later than 4:00 p.m. on
May 5, 2020. Replacement ballots may be cast no later than 5:00 p.m. on Election Day.
All ballots received by the County Clerk’s Office in Kemmerer will be counted on May
5, 2020 at 5:00 p.m.
The general purpose of the proposed district is to allow for each lot owner to equally
contribute to the annual cost of necessary repairs and maintenance, including snow
removal, to the roads of Gallup Drive, Gallup Circle and Spur Loop within the proposed
boundary, as well as trash removal service allowing only one waste removal company to
collect trash within the boundary on one day per week. The initial services to be
provided by the district are: repairs and maintenance including reshaping and spraying of
magnesium chloride; snow removal and trash removal.
